Project Summary
In September 2025, Broomfield City Council adopted the Broomfield Transportation Safety Action Plan (BTSAP) with the vision that, “No one is seriously injured or killed while using the transportation network in Broomfield.” This is Broomfield’s first policy statement that prioritizes transportation safety.
Over an 18 month planning process, the City and County of Broomfield developed the BTSAP to identify strategic safety improvements on Broomfield’s multimodal transportation network. The plan combines an in-depth analysis of traffic safety data with community feedback. It consists of action steps and recommendations that aim to reduce crashes and serious injuries when traveling in Broomfield.
The BTSAP has six goals:
- Severe outcome crash reduction
- Efficient and safe emergency response
- Promote responsible travel behavior
- Integrate technology and data
- Incorporate safety into projects and programs
- Foster collaboration and communication

Public Engagement Summary
Public engagement was critical in the creation of the BTSAP. Community members shared their safety concerns and ideas for improvements, submitting 240 surveys, dropping over 750 pins on an online map, participating in three open house events, attending stakeholder meetings and more.
Community engagement for the BTSAP took place in two phases:
- Phase 1: In summer and fall 2024, community members shared their transportation safety concerns in Broomfield and ideas for improvement at pop-up events, stakeholder meetings, an open house and on Broomfield Voice via an online map and public survey.
- Phase 2: In Spring 2025, community members and stakeholder groups provided feedback on draft recommendations to improve safety throughout Broomfield’s transportation network. A Public Open House was hosted on Monday, April 21 at the Broomfield Community Center and Virtual Open House was available online on Broomfield Voice from April 27 to May 7.

- Flashing yellow arrow signal phasing
- Protected left turns Shift left turn lanes for better visibility (positive offset)
- Improved sight distance at corners (daylighting)
- Right turn “slip lane” angle shifted for better visibility
- Retroreflective signal head backplates
- Speed limit reviews
Enhance Pedestrian and Cyclist Safety. Stakeholders and community members indicated their desire to see additional pedestrian and cyclist infrastructure, creating a separation for nonmotorized vehicles. This could include optimized signal timing, pedestrian crossing treatments and updated guidelines and standards.
Speed Control and Enforcement. There were additional calls to enforce current speed limits better and implement infrastructure, such as speed cameras, that may help with enforcement efforts.
Intersection Safety and Roundabout Advocacy. Emphasis on replacing some signalized intersections with roundabouts to reduce crashes and improve traffic flow.

The BTSAP will be presented to Broomfield City Council on Sept. 23 to review and approve the plan. Once approved, the BTSAP team can begin working on implementing the recommendations that were developed based on community input.

The presentation included initial traffic data findings as well as a summary of community feedback received throughout the summer and fall.
At the study session, Broomfield City Council provided feedback on the BTSAP draft goals and voiced support for the BTSAP mission statement to “Commit to eliminating traffic-related fatalities by 2040 and serious injuries by 2045 on Broomfield-owned roadways with an eventual goal of zero on all roadways, including CDOT highways.”

Transportation Safety Action Plan has finished this stageThe final phase of this project will focus on further refining the BSTAP by asking City and County leadership, technical stakeholders and the community to review the draft Plan and provide their feedback.

Implementation (Fall 2025 - Beyond)
Transportation Safety Action Plan is currently at this stageUpon completion of the BTSAP, recommendations will be ready for funding identification for implementation. Although the project work will be completed, the process will continue as the goals and strategies are implemented over time as funding is available and the Plan is continually updated. The Plan will be ready to apply for Safe Streets and Roads for All federal implementation funding.
