Project Overview

The applicant has submitted a development application for a proposed new hospital and medical office building development located on an approximately 42-acre vacant parcel on the southwest corner of the I-25 and CO 7 interchange. The applicant’s proposed hospital would be six stories tall and total approximately 414,000 square feet; the medical office building is proposed to be four stories tall and approximately 80,000 square feet. The hospital is also proposed to have an accessory helipad to provide for medical helicopter service to the site.

City and County Staff Analysis

Zoning, Surrounding Uses and Comprehensive Plan:

Zoning
The property is zoned Planned Unit Development (PUD) and is governed by the North Park PUD Plan and Supplemental Binder. The proposed hospital and medical office building are consistent with the allowed uses outlined in the PUD Plan.

Surrounding Uses
The surrounding area is largely undeveloped at this time. To the north is the vacant Northlands development, which is located on the northeast corner of the CO 7 and I-25 interchange. Generally, northwest of the site is the Palisade Park development, which includes the Children's Hospital, an existing gas station, and a fast-food restaurant. To the south is additional vacant land within Baseline, to the southeast is an existing burial ground/cemetery. To the east of the site is I-25; on the east side of I-25 is an existing retail center located within Thornton.

Comprehensive Plan
The property is designated as Transit Oriented Development on the 2016 Comprehensive Plan Land Use Map. The hospital and medical offices are consistent with the types of uses envisioned within employment uses and quasi-public uses, and as such align with the anticipated development types anticipated in areas designated as transit-oriented development.

Site Circulation, Parking and Multimodal Access:
The project's layout includes three ingress/egress points. One vehicular access is proposed to draw access from CO 7 - currently shown as a three-quarter movement intersection, two full movement vehicular accesses are currently proposed from the future Huron Street alignment. One of the Huron Street-based ingress/egress points along the southern side of the project would also provide future cross-access to future development to the south.

The North Park PUD Plan and Supplemental Binder establish parking ratios for development within the PUD area, including this site. The approved PUD establishes parking ratios of 2 parking spaces per bed and 1 parking space per 300 square feet of outpatient clinics and service areas for hospitals, and 1 parking space per 200 square feet of gross floor area for medical office buildings. Below is a summary of the applicant’s initial proposed parking counts (these parking counts may change during the review of the project - for the most up-to-date parking information, please review the newest version of the site development plan in the document library).

Hospital Parking Discussion
The applicant has noted that the hospital is proposed to include 200 beds, which would result in a parking requirement of 400 parking spaces (which is what is proposed in the initial site development plan). The applicant has not identified any outpatient clinic or service areas for the hospital at this time, but if those types of spaces are identified through the review process, additional parking spaces would be required.

Medical Office Building Parking Discussion
The proposed 80,000 square foot medical office building would require 1 parking space per 200 square feet of gross floor area, which results in a parking requirement of 400 parking spaces. The applicant’s initial site development plan submittal

In total, the site is currently proposing 800 parking spaces. Both the hospital and medical office building parking lots incorporate accessible parking spaces (ADA spaces), electric vehicle (EV) parking spaces (installed, ready and capable) and bicycle and motorcycle parking as required by the North Park PUD Plan and Supplemental Binder and/or Municipal Code, as applicable.

The project is located at the southwest corner of the I-25 and CO 7 interchange. This area is anticipated to have a Mobility Hub constructed by others in the future and will be part of the planned CO 7 Bus Rapid Transit corridor.

Roadways:
The Baseline Metropolitan District has submitted a separate development application for a site development plan related to the realignment of Huron Street, which will need to be constructed to serve this project. There is a separate BroomfieldVoice page created for this application.


Landscaping, Open Lands, Parks, and Trail Amenities:
The applicant is proposing to reserve approximately 46.7% of the site as open area. This exceeds the minimum requirement of 25% of the site being open area as per the approved North Park PUD Plan. The applicant has noted that their planting approach emphasizes native and adaptive species selected for long-term durability in Colorado’s semi-arid climate. The landscape materials will be subject to review for compliance with the Baseline Design Review Committee (DRC) requirements (a private agreement) and the City and County of Broomfield’s landscape code.

The applicant is incorporating pedestrian connections within the development and will be providing connectivity to the surrounding trail network as part of this development.

Architecture:

The applicant has explained that their design embraces what they call a holistic approach, integrating daylight, nature, and art to create a healing environment. Building orientation, massing, and circulation are carefully planned to harmonize with the landscape and support wellness. Clear wayfinding and spatial legibility guide patients and visitors throughout the campus. A two-part massing strategy defines the architecture: a “Podium” base and “Bed Floor” upper levels for the hospital. Inspired by Colorado’s natural palette, from plains to peaks, the exterior features earth tones, precast concrete, cast stone, and metal panels with wood-look accents for warmth and authenticity.
