Water and Sewer License Purchase and Refund Requirements and Timing Ordinance

Project Summary
The purpose of this proposed ordinance is to amend the Broomfield Municipal Code to prohibit advance purchases of water and sewer licenses. The draft ordinance will require that water and sewer licenses be purchased concurrently with the issuance of a building permit or irrigation tap request. The ordinance is necessary to accurately model the revenues and expenditures of the water and sewer enterprise funds and plan for rate adjustments accordingly. The proposed ordinance also provides terms and conditions for refunding water and sewer license payments if a development/construction permit is withdrawn. The proposed ordinance is anticipated to be brought to City Council for consideration on October 14, 2025 and October 28, 2025 for first and second reading, respectively.
Public Engagement
The Broomfield Voice platform will allow for feedback on the proposed amendments to the Broomfield Municipal Code, and community engagement is encouraged. Comments received will be gathered and summarized to provide feedback as part of the public hearing process.
There will be an opportunity at the public hearing for the second reading of the proposed ordinance for additional public comments to be provided for City Council’s consideration.
