Project Overview

This is a proposal for a new development an automotive service use, Take-5 Oil Change. The proposed development would be located at 1275 State Highway 7, Highlands Filing No. 1 Replat F, Lot 3. As part of this project, the existing lot would be subdivided into two lots to be designed to serve two individual pad site users. Lot 1 would be located on the western portion of the existing lot, and Lot 2 would be on the eastern side. The oil change facility would be located towards the southwest corner of Lot 2, with parking located generally on the eastern half of the lot.

The development on Lot 1 will be pursued by a separate entity. The automotive service building on Lot 2 would be 1,730 square feet. The site plan for the project can be found in the documents section on the right side of this page.

City and County Staff Analysis

Zoning, Surrounding Uses and Comprehensive Plan: The site is located within the Highlands PUD Plan area. The parcels to the north, east, and west are also located within the Highlands PUD. The lot to the north is currently vacant, and to the east is Boulder Orthopedics. To the west, across Mariposa Street, is a Starbucks coffee shop. To the south, across State Highway 7, is currently vacant land within the North Park PUD Plan area.

The Broomfield Comprehensive Plan designation for the subject property is "Commercial". The proposed concept plan is consistent with the Comprehensive Plan land use map designation.

Site Circulation, Parking and Multimodal Access: Vehicle access to the site would be achieved from the private drive to the north of the subject site. Pedestrian access will be provided along the private drive to the north through an attached walk that connects to the existing sidewalks along Mariposa Street. The proposed development includes a sidewalk along the shared property boundary, connecting each of the two lot's parking areas to the existing sidewalk along State Highway 7.

The proposed development includes an individual access point off of the private drive to the north. The oil change facility customers will be served through a looped drive-through that goes through the service bays within the building and circle around to the east side of the site. Pedestrian and ADA access is provided on the east side of the building.

Lot 2, containing the Take-5 Oil Change, includes 4 total parking spaces. Staff notes that the project site is within the CO 7 Parking Reduction Area (PRA). Lot 2 is compliant with the maximum permitted parking per the PRA.

Architecture and Landscaping: The proposed architectural concept follows the prototypical design elements for the respective franchise. The image below shows the proposed style for Take 5 service building on the site. The proposed landscaping plan will provide trees and shrubs along each property line. All plantings will be required to be compliant with the Broomfield Landscape code.


Key Issues: Staff has not identified any key issues with this proposal. Should any key issues be identified during the development review, these will be explained in detail in the plan(s) and as part of the public hearing agenda report for the project.

Process & Next Steps

The Urban Renewal Area Site Plan, Site Development Plan, and Final Plat are currently being reviewed by all applicable referral agencies. Site Development Plans and Final Plats are reviewed by the Land Use Review Commission at a public hearing, where the Commission votes to approve (with or without conditions) or deny the request.

The Site Development Plan is limited to approximately 0.65 acres, and since the project area is less than 7 acres in size it is also subject to Land Use Review Commission approval or denial and is subject to the City Council call-up provision in the Broomfield Municipal Code.
