Conceptual Massing

Location: 6105 and 6125 W. 120th Avenue

Project Type: Urban Renewal Site Plan/Site Development Plan Amendment, Planned Unit Development Plan Amendment and final plat (Automobile Dealership Redevelopment)

Project Description: The property owner is proposing to redevelop an existing Chevrolet automobile dealership that will include a new sales and service building and a new reconfigured parking lot to house inventory. The subject property involves two lots requiring a lot line vacation/removal to accommodate the new location of the sales and service building. 

The property is subject to Park Business Plaza Planned Unit Development (PUD) Plan. The text amendment to the PUD will allow for automobile sales and services as a permitted use for the entire property, versus a parking lot for vehicle inventory storage that is currently permitted on the west half.

The concept plan was reviewed by the City Council on December 8, 2015. A copy staff report that discussed the concept plan in detail is included in the document library.

Conformance with the Zoning and Compatibility with Surrounding Uses: The property is within the Amended West 120th Avenue Urban Renewal Plan that specifies permitted uses are those outlined under the W. 120th Gateway Corridor Sub Area Plan except where an approved site development plan or PUD plan is in effect. The proposal is consistent with the uses outlined in the Park Business Plaza Replat One PUD. The text amendment would allow for automobile sales and service uses on the western side of the property.

The W. 120th Avenue Gateway Corridor Subarea Plan designates this area for commercial development. The neighborhood context includes office buildings, retail, restaurants, car washes, and gasoline stations along the W. 120th Avenue corridor. 

The Comprehensive Plan designation for the property is "Commercial." According to the Comprehensive Plan, Commercial is an appropriate designation for areas with retail, employment, commerce/service, research and development, and office uses. These areas should offer high-quality design, attractive architecture, and landscaping with visual interest and should be compatible with existing and proposed surrounding uses.

Long-Range Financial Plan:
This use is consistent with the land use assumptions identified within the 2016 Comprehensive Plan. There is not anticipated impact on Long Range Financial Plan.

Potential Key Issues for Discussion: 

Staff has not identified any key issues that pertain to this project.

Project Status: This project is scheduled for hearings before the Land Use Review Commission on May 22, and City Council on July 11.
