This page shares the journey, highlights projects and accomplishments, and invites you to help shape the next steps toward a cleaner, healthier and more resilient community.</p><h3>Why it Matters</h3><p>Buildings and transportation together are major contributors to greenhouse gas emissions. For example, buildings in the U.S. account for around 40% of energy consumption, and inefficient systems can waste a significant share of that energy.</p><p>Improving energy efficiency and expanding renewable energy helps to cut harmful GHG emissions, reduce air pollution, improve resiliency, support green jobs and improve indoor air quality for everyone.</p><h3>Community GHG Reduction Goals</h3><p>Broomfield&rsquo;s City Council set ambitious targets to reduce community-wide emissions:</p><ul><li>26% by 2025</li><li>50% by 2030</li><li>90% by 2050</li></ul><p>Municipal buildings also have tailored targets: 30% by 2025, 60% by 2030, and 100% by 2050.</p><h3>History and Background</h3><p>Ambitious GHG reduction targets were first established in Resolution No. 2020-169, adopted by the Broomfield City Council on Sept. 22, 2020. Building on that foundation, CCOB launched its Greenhouse Gas Emissions Reduction Plan in 2022, a strategic framework to chart a path toward a more sustainable future. The plan outlined high-level strategies to reduce emissions across energy, transportation and waste, and emphasizes community engagement in meaningful climate action. Development Projects

<p>Provide feedback on proposed restrictions to commercial and oversize vehicles, including recreational vehicles (RVs), parking on public streets in Broomfield. You can learn more about the proposed updates to Broomfield Municipal Code by reading below. Share your comments and/or ask your questions using the tabs at the bottom of this page.</p><h2>Project Overview</h2><p>Based on feedback received by the community, Broomfield City Council directed City and County of Broomfield (CCOB) staff to draft an ordinance, an update to Broomfield Municipal Code, that restricts how RVs and Motorhomes can park on public streets. Broomfield City Council will make a final decision regarding the ordinance at the second reading and public hearing on Feb. 10, 2026.</p><h3>Proposed Ordinance Overview</h3><p>The proposed ordinance would do the following:</p><ul><li>Prohibit the parking of any RV on any public street for longer than 72 hours in any 14-day period. RVs may only be parked on a public street for purposes of loading, unloading, trip preparation, maintenance or clean-up for up to 72 hours in any 14-day period. </li><li>Maintain current regulations that prohibit living in an RV parked on a public street.</li><li>Prohibit an RV from being parked on a public street while leaking any fluids or being connected to utilities.</li><li>Prohibit any non-wheeled, detachable piece of recreational equipment used for temporary or permanent habitation from being placed on public streets.</li><li>Maintain the ability of Homeowners Associations (HOAs) to regulate parking of RVs on private drives or commonly owned areas/parking lots. Recreational camping trailers are also not prohibited from being parked on a public street as long as the trailer is attached to a towing vehicle.</p><h3>Reasons for the Proposed Ordinance</h3><p>Residents and business owners have complained about prolonged parking of RVs and trailers on public roadways in Broomfield neighborhoods, including oversized vehicles connected to a tow vehicle. Complaints include: </p><ul><li>Limited parking availability</li><li>Impaired trash collection</li><li>Impaired vision for drivers</li><li>Safety concerns for bicyclists and pedestrians</li><li>Electric cords being placed across sidewalks</li><li>Unpleasant aesthetics of these vehicles when parked in neighborhoods for prolonged periods of time</li><li>Concerns that non-residents could park oversized vehicles in Broomfield neighborhoods</li></ul><p>On Aug. 13, 2024, following a request for future action, Broomfield City Council directed CCOB staff to schedule a study session to discuss long-term parking of recreational vehicles or other similar large vehicles/campers on streets. On April 15, 2025 Broomfield City Council directed staff to draft an ordinance for first reading regarding RV and motorhome parking.</p><p><br></p><h2>Public Engagement</h2><p>You can share your feedback, thoughts and opinions on this proposed ordinance in the following ways:</p><ul><li>Share a comment using the &ldquo;Comments&rdquo; tab below. Commercial and Oversize Vehicle Code Update

<p>Broomfield&#39;s Landscape Code Update responds to a series of state laws enacted over the past several years that signal a broad statewide emphasis on water conservation. Its key function is to bring Broomfield&rsquo;s definitions and terminology into alignment with the state&rsquo;s official language. While these updates improve clarity and consistency, the underlying approach remains the same: Broomfield&rsquo;s existing landscape code already limits turf grass and aligns with the intent of the legislation.</p><h2>Project Overview</h2><div class="paragraph normal ng-star-inserted" data-start-index="2362"><span class="ng-star-inserted" data-start-index="1344">The progression of state legislation shows a clear and expanding strategy:</span></div><div class="paragraph normal ng-star-inserted" data-start-index="1547"><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="1547">State Bill 24-005 (2024):</b><span class="ng-star-inserted" data-start-index="1572"> This law significantly broadened the scope, banning nonfunctional turf in new commercial, public, and industrial properties.</span></div><div class="paragraph normal ng-star-inserted" data-start-index="1697"><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="1697">House Bill 25-1113 (effective 2028):</b><span class="ng-star-inserted" data-start-index="1733"> The latest move extends the turf ban to new multi-unit housing properties with more than 12 dwelling units, bringing the restrictions into the residential sector.</span><br><br></div><div class="paragraph normal ng-star-inserted" data-start-index="1896"><span class="ng-star-inserted" data-start-index="1896">Taken together, these laws demonstrate a comprehensive state-level strategy to fundamentally change how water is used in all future development across Colorado.</span></div><p><br><span class="ng-star-inserted" data-start-index="2362">The main purpose of this update is to align Broomfield&#39;s local definitions and terminology with the state&#39;s new official language. This ensures consistency and clarifies the rules, but the core philosophy was already in place. </span><span class="ng-star-inserted" data-start-index="2678">Broomfield&rsquo;s current landscape code is already restrictive on the use of turf grass and meets the intent of the legislation.</span></p><div class="paragraph normal ng-star-inserted" data-start-index="2851">Residents concerned about their own lawns can be assured that this ban does not apply to those areas. The new regulations do not impact landscaping for single-unit residential properties, including both attached and detached homes.<br><br></div><div class="paragraph normal ng-star-inserted" data-start-index="3092"><span class="ng-star-inserted" data-start-index="3092">The &quot;when&quot; and &quot;where&quot; of these rules are specific. They apply only to </span><i class="ng-star-inserted" data-start-index="3163">new development</i><span class="ng-star-inserted" data-start-index="3178"> or to </span><i class="ng-star-inserted" data-start-index="3185">significant redevelopments</i><span class="ng-star-inserted" data-start-index="3211"> where more than 50% of the existing landscape is being changed.</span><br><br></div><div class="paragraph normal ng-star-inserted" data-start-index="3275"><span class="ng-star-inserted" data-start-index="3275">Furthermore, it&#39;s important to distinguish between the ban on </span><i class="ng-star-inserted" data-start-index="3337">nonfunctional natural turf</i><span class="ng-star-inserted" data-start-index="3363"> and the specific rules for </span><i class="ng-star-inserted" data-start-index="3391">artificial turf</i><span class="ng-star-inserted" data-start-index="3406">. The state and city still permit artificial turf in a few key areas:</span></div><div class="paragraph normal ng-star-inserted" data-start-index="3475"><span class="ng-star-inserted"> &bull; </span><span class="ng-star-inserted" data-start-index="3475">Athletic fields of play</span></div><div class="paragraph normal ng-star-inserted" data-start-index="3498"><span class="ng-star-inserted"> &bull; </span><span class="ng-star-inserted" data-start-index="3498">Backyards of single-unit residential lots</span></div><div class="paragraph normal ng-star-inserted" data-start-index="3539"><span class="ng-star-inserted"> &bull; </span><span class="ng-star-inserted" data-start-index="3539">Dog parks (when specifically designed for that use)</span></div><div class="paragraph normal ng-star-inserted" data-start-index="3590"><br></div><div class="paragraph normal ng-star-inserted" data-start-index="3645">The regulatory framework is built around new state definitions that distinguish between turf people actively use and turf that is only decorative. The goal is not to eliminate all lawns, but to remove high water use turf in areas where it serves no practical purpose.<br><br></div><div class="paragraph normal ng-star-inserted" data-start-index="3905"><span class="ng-star-inserted" data-start-index="3905">Here are the simple definitions at the core of the law:</span><br><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="3960">Functional Turf:</b><span class="ng-star-inserted" data-start-index="3976"> This is grass in areas that people actually use for civic or recreational purposes. Think of places like playgrounds, sports fields, picnic grounds, amphitheaters, and the playing areas of golf courses, such as driving ranges, fairways, and greens.</span><br><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="4225">Nonfunctional Turf:</b><span class="ng-star-inserted" data-start-index="4244"> This is the purely ornamental grass found in areas that are not used for recreation. This includes turf located in street right-of-ways, parking lots, and medians.</span><br><br></div><p><span class="ng-star-inserted" data-start-index="4244">In addition, the following definitions are also being included in the update:</span><br><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="4861">Native Seed Mix as Turf Alternative:</b><span class="ng-star-inserted" data-start-index="4897"> This mix is for areas that still need a green, lawn-like cover. It uses low-growing, durable species selected for aesthetics&mdash;like a uniform look and green cover&mdash;that can also tolerate mowing or light traffic.</span><br><span class="ng-star-inserted">&bull; </span><b class="ng-star-inserted" data-start-index="5106">Native Seed Mix for Native Areas:</b><span class="ng-star-inserted" data-start-index="5139"> This mix is for creating natural habitats. It uses taller grasses and diverse flowers to support pollinators and wildlife, and it &quot;emphasizes ecological resilience rather than uniform appearance.&quot;</span></p><p>While this is a minor administrative update for Broomfield, it connects the city to a major statewide shift in how Colorado approaches water, development, and the natural environment.</p><h2>Public Engagement</h2><p>You can engage with this project using the Questions and Comments tabs below, or by emailing <a href="mailto:landscape@broomfield.org">landscape@broomfield.org</a>. </p><p>Staff have spoken about these upcoming changes with developers and designers during early project meetings for 2026 applications. We have not received any specific concerns or feedback, likely because the updates are small and limited in scope. </p><p>As this update is considered minor and administrative, staff did not conduct a community meeting, direct mailings, or social media outreach. A public hearing will take place during the second reading of the Ordinance, and any emailed public comments will be added to the correspondence folder for this agenda item.</p>

Landscape Code Update

<p>The following outlines a state-mandated code update in Colorado focusing on wildfire resiliency. The Colorado Wildfire Resiliency Code is a draft document detailing regulations for construction and property maintenance in wildland-urban interface areas, aiming to safeguard life and property from wildfires. It introduces two classes of structure hardening (Class 1 and Class 2) based on fire intensity classification (low, moderate and high), outlining specific requirements for building materials, defensible space and site features. The code also establishes an administrative framework for enforcement, permits, inspections and an appeals process for governing bodies, with a three-year property evaluation requirement to ensure ongoing compliance.</p><h2>Overview</h2><p>The 2025 Colorado Wildfire Resiliency Code&quot; (CWRC) Version 1.0, effective June 1, 2025, is a new comprehensive set of regulations designed to enhance life safety and property protection in Colorado&#39;s Wildland-Urban Interface (WUI) areas. Its core purpose is to mitigate the risks associated with wildland fires, specifically by preventing fire from spreading into structures and preventing structure fires from spreading to wildland fuels. The City and County of Broomfield have areas that are classified as Low (yellow) and Moderate (orange) Fire Intensity.</p><h3>What does it mean for residents?</h3><p>Once adopted by Broomfield, WUI regulations will apply to the construction and alteration of structures (with occupiable or habitable space) and defensible space within designated fire hazard areas. The goal is to safeguard life and property from wildfire intrusion and prevent structure fires from spreading to wildland fuels.</p><h3>When Does it Apply?</h3><ul><li>New construction of structures and defensible space around structures - Residential and Commercial</li><li>Significant alterations/additions/repairs</li><li>500sf+ increased footprint of a structure</li><li>25%+ of an exterior of a structure affected</li><li>Roof covering replacement if 25% or more of the surface area is being replaced.</li></ul><h3>When Does it NOT Apply?</h3><ul><li>Interior alterations of existing structures</li><li>35-acre+ parcels with only 1 residential structure NOT abutting residential or commercial area</li><li>Exterior painting, staining, and similar routine maintenance</li><li>Historic Structures: Variances may be issued for historic structures to preserve their character if they meet specific historic designations.</li></ul><h2>Community Engagement</h2><p>You can engage with this project using the Questions and Comments tabs below. 2025 Colorado Wildfire Resiliency Code

<h2><span style="font-size: 14px; font-family: Arial, Helvetica, sans-serif;">Share your comments or ask questions about the proposed changes to the Broomfield Building Code using the tabs at the bottom of the page.</span></h2><h2>Project Summary</h2><p>In order to stay up to date with current building and life safety standards, the Broomfield Building Division will be adopting the 2024 version of the International Building Code (IBC). Broomfield has tentatively scheduled the first reading for the 2024 Code update package for Tuesday January 27, 2026 and the second and final reading for Tuesday February 24, 2026. We will have a proposed effective date for any permit issued as of April 15, 2026 to meet these updated codes.</p><p>Handouts outlining the major updates to the code can be found in the document library at the top right-hand side of this webpage.</p><p>Staff will be hosting a public meeting on Thursday, October 16, 2025 from 1:00pm - 3:00pm in the City Council Chambers to discuss this proposed change. 2024 Code Update Adoption

<p dir="ltr">This is a new development proposal! This project is currently under review and will be scheduled for hearings in accordance with the application review process timeline. This page can be utilized to stay up to date with the proposal and provide feedback on the request. </p><h2 dir="ltr">Project Overview</h2><p dir="ltr">The applicant is requesting a Use by Special Review (USR) to rent U-Haul trucks and trailers from their existing self-storage site at 12035 Perry Street (B-2 zoning district, within the Lowell Gateway URA and 120th Avenue Corridor Sub-Area Plan.) The applicant states they have operated this service since 1998, but the site is currently under code enforcement action for operating without approval. The B-2 zoning allows &quot;Truck and Trailer Sales and Services&quot; subject to Use by Special Review., The existing Urban Renewal - Site Development Plan (URSDP) specifies the site use as Self Storage and includes a note (Note 7) prohibiting outdoor storage of vehicles. As a result, the applicant has been advised to add a request for an SDP/URSP modification to their application to remove Note 7 and permit outdoor storage of vehicles, which is necessary for the proposed truck and trailer rental use. While the zoning permits the use subject to special review, existing plans also prohibit the proposed outdoor storage of vehicles in this area.</p><p dir="ltr">The property is designated &ldquo;Commercial&rdquo; in the Comprehensive Plan land use map and the proposed use is consistent with this designation. </p><p dir="ltr"><strong>Surrounding Land Uses: </strong>The property is located near W. 120th Avenue which serves as a key commercial corridor within Broomfield. There are residential uses to the north and west and commercial uses to the east and south.</p><p dir="ltr"><strong>Site Circulation, Parking and Multimodal Access: </strong>There are no proposed changes to the circulation and parking on this site. The subject application seeks to gain approval for U-Haul truck and trailer rental services and the incidental outdoor storage of such equipment which is already existing on this site.</p><p dir="ltr"><strong>Possible Key Issues:</strong> Fire access and circulation through the site may be a key issue. There are locations on the provided Urban Renewal Site Plan that depict narrow fire lanes which may be narrower in the field than shown on the plan. Storage Perfect & U-Haul Use by Special Review

<p>This is a new concept proposal! Share your ideas about how this development application might be improved to better serve the community, leave comments and/or ask questions about the proposal using the tabs below.</p><h2>Project Overview</h2><p>The applicant has submitted a new concept review proposal for a new hospital and medical office building development located on an approximately 43.6-acre vacant parcel on the southwest corner of the I-25 and CO 7 interchange. The proposed development is anticipated to be constructed in a single phase. The hospital and medical office building are proposed to total approximately 505,000 square feet. The hospital is proposing to have an accessory helipad to provide for medical helicopter service to the site.</p><h3>Project Details</h3><p><strong>Applicant: </strong>ADAMS<br><strong>Location: </strong>Generally located on the southwest corner of the I-25 and CO 7 interchange.<br><strong>Project Type:</strong> Concept Review</p><h3>City and County Staff Analysis</h3><p><strong>Zoning, Surrounding Uses and Comprehensive Plan:</strong><br>The property is zoned Planned Unit Development (PUD) and is governed by the North Park PUD Plan and Supplemental Binder. The proposed hospital and medical office building are consistent with the allowed uses outlined in the PUD Plan. The surrounding area is largely undeveloped at this time. The limited surrounding development includes an existing burial ground/cemetery to the south/southeast of the site, while to the northwest of the site is the Palisade Park development, which includes the Children&#39;s Hospital, an existing gas station, and a fast food restaurant.<br><br>The property is designated as Transit Oriented Development on the 2016 Comprehensive Plan Land Use Map. The hospital and medical offices are consistent with the types of uses envisioned within employment uses and quasi-public uses, and as such align with the anticipated development types anticipated in areas designated as transit-oriented development.<br><br><strong>Site Circulation, Parking and Multimodal Access: </strong><br>The project&#39;s conceptual layout includes four ingress/egress points. One vehicular access is proposed to draw access from CO 7, two vehicular accesses are currently proposed from the future Huron Street alignment, and the final ingress/egress is shown along the southern side of the project and would be a future cross-access to future development to the south.<br><br>The medical office building is shown on the renderings to be three stories with a footprint of approximately 20,040 square feet. The total square footage for the office building being approximately 61,120 square feet. The hospital is shown on the renderings to be 5 stories and is estimated to be approximately 443,880 square feet.</p><p>The project is proposing 774 total parking spaces, with 242 spaces identified for the medical office building and 491 spaces for the hospital. The property is located within a designated parking reduction area, but the North Park PUD Plan establishes parking ratios which would apply for this project. These parking ratios are outlined below</p><ul><li> Hospitals: 2 parking spaces per bed plus one parking space per 300 square feet of outpatient clinics and service areas. </li><li>Medical Offices and Clinics: 1 space for every 200 gross square feet of Floor Area.</li></ul><p>At this time, the conceptual plan does not specifically identify the number of beds or the area of the hospital that is dedicated to outpatient clinics and service areas. As such, specific parking calculations can not be verified at this time, but will be a key element of the project review should the project move forward. Since the specific parking breakdown cannot be calculated at this time, a potential deviation (formerly known as a variance) is identified as a possible need in the future. </p><p>The project is located at the southwest corner of the I-25 and CO 7 interchange. This area is anticipated to have a Mobility Hub constructed and be located along the CO 7 Bus Rapid Transit corridor. As such, there will be multimodalism along the corridor, and the ultimate site design will take this into consideration.</p><p><strong>Roadways</strong>:<br>As part of this project, or as part of a separate concurrent or prior project by the Baseline Metropolitan District, Huron Street will need to be constructed. This new alignment would result in the configuration of Huron to align with the Huron Street alignment north of CO 7. The details on the responsible party and timing of this roadway construction will be formalized following concept review. </p><p><br><strong>Landscaping, Open Lands, Parks and Trail Amenities</strong>:<br>As noted above, approximately 2/3 of the project area (66%) is anticipated to be reserved for private open area and landscaping. Specific landscaping plans with quantities of materials are not yet provided but the applicant has provided a conceptual landscape plan with possible plantings which is typical at this stage of a project. They have also noted that their landscape vision emphasizes resilience, wellness, and a strong Colorado sense of place. Sustainable strategies foster healing, staff respite, and community engagement while conserving natural resources.</p><p>The applicant notes that their future planting approach emphasizes native and adaptive species selected for long-term durability in Colorado&rsquo;s semi-arid climate. These plant communities reflect the character of the Front Range and reduce long-term maintenance needs while promoting habitat value and seasonal interest. Water efficiency is further enhanced through the use of LEED-approved, high-efficiency irrigation heads and a smart irrigation system designed to respond to localized microclimates and minimize overall water consumption.</p><p>The applicant further states that the organization of outdoor spaces supports both functional and restorative goals. Foundation plantings and key arrival zones are designed to clarify wayfinding, soften the architectural edges of the buildings, and create inviting approaches for patients and visitors. Tree canopy is strategically located to provide shade, mitigate heat-island effects, and ensure comfortable microclimates throughout the campus.</p><p>No public land dedication is required as this is a non-residential project, but a pedestrian trail including a pedestrian underpass under CO 7 will be part of the project or the Baseline Metropolitan District&#39;s construction of the future Huron Street alignment. <br><br><strong>Potential Deviations:</strong> <br>At this time staff has identified one possible deviation which may be needed as part of the future development application. </p><ul><li>Parking - as it is not possible to calculate exact parking counts for the proposed development at this stage of the project, it is possible that a future deviation (formerly known as variances) may be required to allow for the parking. Both the North Park PUD Plan and the municipal code allow for parking studies to be completed to provide analysis for parking in excess of standard parking counts for unique or high traffic users. </li></ul><p><strong>Possible Key Issues:</strong> <br>At this time, the only possible key issue identified is related to impacts on the long-range financial plan. Because hospitals are generally quasi-public uses and typically non-profit, they are often exempt from some taxation to varying degrees. This site is a key location along a major thoroughfare at a gateway into Broomfield. <p>This is a new proposal! This proposal is currently scheduled for a hearing in accordance with the applicable review process. This page can be utilized to stay up to date with the proposal and provide feedback on the request.</p><h2>Project Overview</h2><p>North Metro Fire Rescue District (NMFD) has submitted a request for the City Council&#39;s consideration to rename the portion of County Road 7 located within Broomfield. County Road 7 runs generally north from State Highway 7 to Lowell Lane (the county line with Weld County). County Road 7 aligns with the future alignment of Promenade Street (located on the south side of State Highway 7) in the Baseline development. </p><p>NMFD&#39;s request notes that it is the District&#39;s belief that major thoroughfares&mdash;especially those crossing other primary roads like State Highway 7&mdash; should carry a single, consistent name to avoid confusion for responders and the public. The Fire District notes that by renaming County Road 7 to Promenade Street, it would create continuous street names across State Highway 7, which is, in their opinion, an improvement over having County Road 7 and Promenade Street divided at State Highway 7.</p><p>There are no businesses or residential lots/homes addressed off of County Road 7 within the stretch of the roadway in Broomfield. There are limited parcels with County Road 7 addresses; the majority are owned by Broomfield, there is only 1 parcel privately owned, and it is a detention pond. As such, the renaming of the street would have minimal impacts on property addresses. <p>The Concept Plan was reviewed by the City Council on November 19, 2024.</p><p>The applicant has submitted a formal development review application for a planned unit development (PUD) plan amendment to the Midcities PUD Plan.</p><p>An administrative amendment to the site development plan will be required if the PUD Plan amendment is approved by the City Council for the hotel conversion to residential.</p><h2>Project Overview</h2><p>The applicant proposes to convert an existing 151-unit hotel into a 150-unit apartment complex. The 2.98-acre site contains two long-term stay hotel buildings with surface parking, sidewalks, and landscaping. The proposed apartment complex conversion would include income-aligned housing units at the following for-rent rates: 20% (or 30 units) at 60% AMI and 80% (or 120) of the units at for-rent market rates.</p><h3>Project Details</h3><p><strong>Property owner and Applicant: </strong>Denver BF Property LLC and Three Wall Capital<br><strong>Location: </strong>480 Flatiron Boulevard - Towneplace Suites<br><strong>Project Type:</strong> Midicites Planned Unit Development Plan text amendment (10th)</p><h3>City and County Staff Analysis</h3><p><strong>Zoning, Surrounding Uses, and Comprehensive Plan: </strong>The property is zoned planned unit development (PUD) It is subject to the Midcities PUD Plan. The surrounding uses include an apartment complex to the east, a hotel to the north, and across the street, an apartment complex to the south, and vacant land to the west.</p><p>The Comprehensive Plan designation is &quot;Mixed Use Commercial.&quot;</p><p><br><strong>Site Circulation, Parking, and Multimodal Access: </strong>The site is accessed via Flatiron Boulevard through a full movement shared drive with the apartment complex to the west.<strong> </strong>An internal drive circulates through the south and west sides of the lot for access to parking.</p><p>The approved site plan depicts two parking lots located to the south and west of the lot. These parking lots provide approximately 155 spaces with parking for 8 bicycles. The applicant has indicated that they will add bicycle parking to accommodate the full-time residents.</p><p>A trail system runs east/west and connects to the west side of the site. It continues around the front of the site and then to the north, connecting to the existing sidewalks along Flatiron Boulevard and Interlocken Loop.</p><p>The RTD Interlocken/Westmoor FlexRide serves this site and the surrounding neighborhood. It provides services to both US 36/Broomfield Station and US 36/Flatiron Station.</p><p><br><strong>Density, Unit Type and Income-Aligned Housing: </strong>The applicant&#39;s project narrative indicates that the existing hotel&#39;s 151 units will be converted to 150 apartment units. The overall dwelling unit per acre is 51 du/ac. The applicant&#39;s project narrative indicates that the 151 hotel units will be converted to 112 studios, 8 one-bedrooms, and 30 two-bedrooms. The for-rent units will include income-aligned housing at 20% of the units at 60% AMI and 80% of the units at for-rent market rates. This meets the minimum on-site income-aligned housing requirements that are outlined in the Broomfield Municipal Code, Chapter 17-76.</p><p><br><strong>Landscaping, Open Lands, Parks, and Trail Amenities</strong>: Existing landscaping includes trees, cool-season turf grass, shrubs, and ornamental grasses. Existing trails provide connections to bus stops and sidewalks along Interlocken Loop.</p><p><strong>Public Land Dedication:</strong> Since this property is improved with two hotel buildings, parking, landscaping, and an outdoor pool, there is not enough suitable acreage on the existing site to allow for additional land to be dedicated for public use. <h2 id="why-is-waste-management-important-to-sustainability-in-broomfield--1">Why is waste management important to sustainability in Broomfield?</h2><p>For most people, &ldquo;throwing away&rdquo; a piece of trash seems like the end of the story, but a complex system of collection, distribution, reuse, and eventual disposal is only the beginning for a discarded item.</p><p>Between 2021 and 2023, Broomfield&rsquo;s diversion rate varied between 17% and 23%. This means only 17-23% of solid waste was diverted from our landfills. This represents a significant environmental, public health and economic opportunity.</p><p>Landfill waste produces greenhouse gases (GHGs) that contribute to climate change and impact our local air quality. Improperly disposed of hazardous materials can threaten our water quality while representing an economic loss of valuable materials.</p><p>Today, we have opportunities for large-scale improvements in recycling, composting and changes in our construction and demolition waste management systems. By reducing the amount of waste we generate and maximizing the amount of materials diverted from landfills, we can conserve resources, create economic opportunities and improve the health of our community.</p><p><br></p><h3><strong>Summary </strong></h3><p>Sustainability is a focal point of social, economic, and environmental health in the City and County of Broomfield (CCOB) and waste diversion is a key element of Broomfield&#39;s sustainability strategy. Planos completos en espanol seran disponible pronto. </span></p><p><br></p><h3><strong>Planning Background &amp; Goals</strong></h3><p>In 2020, Broomfield&#39;s City Council passed <a href="https://drive.google.com/file/d/1ON9Qg46UieDcqLWPC5byHPZL6h3eIsCM/view?usp=sharing" rel="noopener noreferrer" target="_blank"><u>Resolution 2020-65</u></a>, and local <a href="https://drive.google.com/file/d/1OQBevj63MQIQik3vq0_ZVTeXZC4wTk0e/view?usp=sharing" rel="noopener noreferrer" target="_blank"><u>Ordinance 2096</u></a>. These two foundational policies established zero waste as a priority, created a data tracking system for haulers, and set goals for the community of 50% diversion by 2025, and 100% diversion (or darn near!) by 2035.</p><p>In 2021, Broomfield initiated a strategic planning effort that included both GHG reduction and zero waste as key topics. This plan provides recommendations for a technically and financially feasible pathway to achieve the City and County of Broomfield&rsquo;s waste diversion goals.</p><p>The plan is based on technical assistance provider research, national best practices, data analysis, input from the Advisory Committee on Environmental Sustainability (ACES), stakeholder engagement, CCOB department feedback, and local market factors.</p><p>Different strategies will have different costs, benefits, and outcomes. In an environment with limited resources, it is necessary to prioritize actions to achieve the stated goals in the plan.
