Project Details

The subject application is to develop a 5,187 square foot Circle K. The proposed gas station will have six fueling positions. The project is located within the proposed Highlands Filing No. 1 Replat F final plat, which is currently under staff review. The concept plan includes a site and landscape layout and renderings of the building.

The building incorporates masonry and stone and stucco as the predominant architectural materials. The building utilizes a neutral color scheme. This is consistent with the approved buildings in Vista Highlands shopping center. The fuelling stations located on the site are covered by a red canopy. Masonry columns consistent with material used on the building support the canopy.

City and County Staff Analysis

Consistency with Zoning: The property is currently zoned PUD and subject to the standards of the Highlands PUD Plan and Highlands Filing No. 1 Replat F Site Development Plan which is currently under review. The project is consistent with current and proposed zoning requirements.

Key Issues for Discussion: Support of multi-modal transportation network - State Highway 7 is an opportunity zone for bus rapid transit. Drive-throughs do not generate a significant number of employees and are auto dependent. This use is not consistent with the density necessary to support BRT.
