The applicant is requesting a Use by Special Review (USR) to rent U-Haul trucks and trailers from their existing self-storage site at 12035 Perry Street (B-2 zoning district, within the Lowell Gateway URA and 120th Avenue Corridor Sub-Area Plan.) The applicant states they have operated this service since 1998, but the site is currently under code enforcement action for operating without approval. The B-2 zoning allows "Truck and Trailer Sales and Services" subject to Use by Special Review., The existing Urban Renewal - Site Development Plan (URSDP) specifies the site use as Self Storage and includes a note (Note 7) prohibiting outdoor storage of vehicles. As a result, the applicant has been advised to add a request for an SDP/URSP modification to their application to remove Note 7 and permit outdoor storage of vehicles, which is necessary for the proposed truck and trailer rental use. This application is a quasi-judicial matter.

City and County Staff Analysis

Zoning and Comprehensive Plan: The site is zoned B-2 and the existing approved Urban Renewal - Site Development Plan (URSDP) permits Self Storage and includes a note (Note 7) prohibiting outdoor storage of vehicles. While the zoning permits the use subject to special review, existing plans also prohibit the proposed outdoor storage of vehicles in this area.

The property is designated “Commercial” in the Comprehensive Plan land use map and the proposed use is consistent with this designation.

Surrounding Land Uses: The property is located near W. 120th Avenue which serves as a key commercial corridor within Broomfield. There are residential uses to the north and west and commercial uses to the east and south.

Site Circulation, Parking and Multimodal Access: There are no proposed changes to the circulation and parking on this site. The subject application seeks to gain approval for U-Haul truck and trailer rental services and the incidental outdoor storage of such equipment which is already existing on this site.

Possible Key Issues: Fire access and circulation through the site may be a key issue. There are locations on the provided Urban Renewal Site Plan that depict narrow fire lanes which may be narrower in the field than shown on the plan. Staff will work with the applicant and the Fire District to address this issue.
