Project Overview

The applicant, Church Ranch Properties has submitted an in-person Concept Review application for the re-alignment of the proposed extension of Skyestone Parkway within the Great Western Park Planned Unit Development (PUD) located south of W 112th Avenue at its western terminus. As originally planned, Skyestone Parkway was proposed to extend northward from its current terminus within the Skyestone PUD into the Great Western Park PUD and intersecting with W 112th Avenue. However, following a neighborhood meeting with residents of the Skyestone subdivision, this option was not preferred due to traffic and safety concerns. As a result, the applicant is no longer proposing to connect to the existing portion of Skyestone Parkway. They instead are proposing to turn the roadway eastward as it runs south of 112th Avenue, and to connect it with Quantum Parkway to the east. With this design, the dead-end would remain on the existing portion of Skyestone Parkway at the north end of the Skyestone subdivision. The subject re-alignment would also provide a through-connection between Great Western Park PUD and the neighboring Simms Technology Park PUD to the east.

This proposed re-alignment of the Skyestone Parkway extension was presented to the Skyestone community in a neighborhood meeting on June 15, 2026. Response from attendees was generally positive, with a few concerns being heard in regards to emergency services access to the Skyestone subdivision and questions regarding the impact of headlights of vehicles driving southbound on the new roadway. The in-person concept review hearing is tentatively scheduled for October 20, 2026. As a concept review, this application is not a quasi-judicial matter.

Zoning, Surrounding Uses and Comprehensive Plan: The subject site is currently zoned PUD with a Comprehensive Plan designation of "Mixed Use Commercial." The subject site is surrounded entirely by vacant lands.

Possible Key Issues:

  • Emergency access to Skyestone subdivision. The proposed realignment of Skyestone Parkway presents challenges for emergency services access to the Skyestone subdivision. Currently, Skyestone has one primary ingress and egress located at the intersection of Skyestone Parkway and Simms Street. The future extension of Skyestone Parkway to the north of the Skyestone subdivision as originally envisioned would have provided a second ingress and egress point, however, the proposed realignment would eliminate that potential access and limit the efficiency of emergency services access into the Skyestone subdivision.
