Project Overview

Flatiron Crossing Mall has submitted an application for a Concept Review for new signage that will be placed around the mall property. The signage at the mall has been approved and installed over time since the mall was constructed, and the mall ownership would like to refresh the signage around the property in anticipation of the opening of HiFi - the name given to the new Flatiron Crossing Village. The proposed sign plans include both new monument signs for the HiFi development and wayfinding and directional signage for both vehicles and pedestrians. The signs are intended to have a unified aesthetic appearance, and the mall also intends to refresh other, previously approved signs around the property to match the look and feel of the new signs.

City and County Staff Analysis

Zoning, Surrounding Uses and Comprehensive Plan: The Flatiron Crossing Mall is zoned PUD and is subject to the Flatiron Crossing PUD Plan -- a custom zoning plan for the property. Signs are a typical accessory use associated with a regional shopping mall, and the use of the property as a shopping mall is consistent with zoning.

The Broomfield Comprehensive Plan designates this site for Regional Commercial uses. Council has previously approved multiple Site Development Plans (SDPs) for the mall and for the HiFi development area. A separate Master (or Planned) Sign Plan is a common element at a regional commercial shopping center. The proposed custom site plan to support this regional mall is consistent with the Regional Commercial land use designation in the Comprehensive Plan.

Site Circulation, Parking and Multimodal Access: The Flatiron Crossing Mall property has several points of access. This proposed SDP includes both vehicular directional signs and monument signage to update and improve wayfinding around the property.

Landscaping: The Broomfield Sign Code includes requirements for landscaped areas around monument signs that will be applied as part of the review of this SDP.

Potential Special Exceptions: The proposed signs may exceed the overall sign area allowed for the individual tenants. Because of the need for shared wayfinding signage in a regional shopping center, the Master Sign Plan itself can be approved as a special exception to the Broomfield Sign Code, allowing all of the signs contained within the plan.

Possible Key Issues: The proposed sign package includes a large digital screen that will be used for events. Due to the design and intended use of this screen, it does not meet the definition of a Sign. The inclusion of this screen can instead be considered by the Land Use Review Commission and Council as a part of this Site Development Plan Amendment as a separate type of special site element or feature.

All engagement will take place virtually. Public notices will be sent to property owners within 1,000 feet of this project. The online concept will be open and accepting feedback and questions until 7/17/2026.

Concept reviews are the first step in the land development process. Concept reviews allow developers an opportunity to introduce their development proposal and receive initial feedback from City Council, Broomfield Boards and Commissions (including the Land Use Review Commission) and community members. This step in the process does not approve or deny the proposal but instead helps the developer to take feedback into consideration while they refine their development proposal prior to the formal development application. This step in the development process is the best time to share concerns or comments as it allows the developer the most time to consider changes in response to the feedback they receive.

The project timeline on this page provides an overview of the next steps in the development process should the developer choose to move forward with their proposal.
