Location: The subject proposal shows this segment of open lands improvements will be located in the Baseline community east of future Promenade Street between W. 165th Way and W. 167th Ave.

Project Type: Park/Open Lands and Trails

Project Description: The subject application is referred to as the Big Green and proposes open lands and trail amenities within the Baseline community. The proposal encompasses an approximately 21-acre property designed for the stormwater management and recreational needs of the community. The park is part of a larger open lands and drainage amenity area extending from W. 160th Ave to Colorado 7. The subject plans depict:

  • Grading improvements along the Preble Creek drainageway;
  • Landscaping improvements include a formal arrangement of street trees along the west perimeter of the park (the east edge of future Promenade Street) and a less formal arrangement of trees within the drainageway and park. The park features a lawn area comprised of turf for gathering and informal play. Pollinator plantings and native seed are also incorporated; and
  • There is a 10-foot wide concrete sidewalk/trail running parallel to Promenade Street and an 8-foot trail loop extending around the perimeter of the lawn area and connecting to the 10-foot path along Promenade St to complete a full loop;
  • At this time, the 12-foot regional trail with a 3-foot crusher fines path that is planned along the entire drainageway corridor does not appear to be included in this segment of improvements. There is also no formal playground provided in this phase. The developer has indicated the playground equipment is expected to be provided in a future phase to the south of this area.
  • The extension of the open lands and regional trail amenity will be phased over time and will eventually extend from W. 160th Avenue to the northeast to Colorado Highway 7. The open lands and trail amenities will be accessible to the public.

Conformance with the Zoning and Compatibility with Surrounding Uses:
he proposed land use for an open lands corridor is consistent with the overall plan for the Baseline development.

Key Issue:
Staff would like a better understanding of how this segment of the "Linear Park" and trails will tie in with the larger drainageway/park corridor and the regional trail.

Long Range Financial Plan:
The proposal is consistent with land use assumptions and there is no anticipated impact to the Long Range Financial Plan.
